Transmission planning entities for adjacent regions will then be required to file plans with FERC every five years, starting three years after enactment, detailing how they will achieve the established minimum transfer capabilities. These plans must evaluate and select interregional transmission projects based on a broad definition of "transmission benefits," with FERC responsible for their approval or denial and for publishing annual implementation reports.
