To amend title 38, United States Code, to provide for an annual increase in the rates of compensation for veterans with service-connected disabilities and the rates of dependency and indemnity compensation for the survivors of certain disabled veterans, and for other purposes.

This bill establishes a new requirement for the Department of Veterans Affairs to implement an annual cost-of-living adjustment (COLA) for various veterans' benefits. Specifically, it mandates that effective December 1st of each year, the Secretary of Veterans Affairs must increase the dollar amounts for disability compensation paid to veterans with service-connected disabilities and for dependency and indemnity compensation (DIC) provided to the survivors of certain disabled veterans. The percentage increase for these benefits will directly correspond to the COLA determined for Social Security benefits under the Social Security Act, ensuring their purchasing power is maintained against inflation. The bill also includes provisions for the Secretary to administratively adjust other disability compensation rates consistent with these increases and requires annual publication of the adjusted rates in the Federal Register.
