These services should be provided by the Department, or through a Veterans Care Agreement if the wait time for VA services exceeds 30 days. The bill also stipulates that implementing these provisions should not reduce or negatively affect the existing patient care responsibilities of Department employees, ensuring that the new services are an enhancement rather than a displacement of current care.
