The VA Work-Study Improvement Act aims to enhance the existing VA Work-Study program by expanding eligible activities and improving compensation and administration. It broadens the scope of permissible work-study activities to include those performed at state or local government agencies or non-profit organizations , provided these activities directly or indirectly benefit veterans or members of the Armed Forces. A significant change involves redefining the applicable hourly minimum wage for participants. The new standard requires participants to be paid the higher of the federal General Schedule/Federal Wage System minimum rate, the state hourly minimum wage, or the local government hourly minimum wage, ensuring fairer compensation. Furthermore, the bill mandates the implementation of electronic timesheets , allowing participants to record hours electronically and supervisors to approve them digitally, streamlining administrative processes. To increase transparency and oversight, the Secretary of Veterans Affairs will be required to annually publish data on the work-study program. This data will include the number of participants, their demographics, descriptions of activities, wages paid, hours worked, and a list of participating educational institutions. These improvements are set to apply to work-study allowance payments made on or after January 1, 2028.
