The National Worker Cooperative Development and Support Act aims to significantly bolster the growth and sustainability of worker-owned cooperative businesses across the United States. It mandates several federal agencies, including the Small Business Administration, Treasury, and Labor Departments, to implement programs, review regulations, and facilitate access to capital for these entities. Agencies are also directed to conduct research, provide technical assistance for business transitions, and train federal workers to integrate worker cooperatives into existing systems. A central component of the bill is the establishment of the United States Council on Worker Cooperatives , to be chaired by the Secretary of Labor. This Council will coordinate federal activities, develop a national strategy for economic development, and identify and propose solutions for regulatory barriers impeding worker cooperative formation and expansion. It is also tasked with coordinating data, research, and educational initiatives across agencies, and will report annually to Congress on its progress and policy recommendations. Furthermore, the legislation amends existing federal programs to enhance support for worker cooperatives. It modifies the Small Business Act's Intermediary Lending Pilot Program by redefining eligible intermediaries to include cooperatives, extending its duration through 2036, and increasing the maximum loan amount to $60,000,000. Additionally, it expands the activities for which Community Development Financial Institutions (CDFIs) can provide education and services to include assisting in the establishment and management of worker-owned cooperative businesses.
