Executive agencies would be required to establish new reporting requirements following a lapse in appropriations. Within 30 days after a shutdown ends, the Under Secretary or equivalent official of each Executive agency must electronically submit a report to the appropriate congressional committees. These reports must include the total number of employees, the total number of employees furloughed during the shutdown, and the aggregate annual basic pay for both furloughed and non-furloughed employees. The submitted reports are required to be in an unclassified format, though they may include a classified annex. Congressional committees receiving these reports are mandated to publish them on their websites within 30 days of receipt. Furthermore, the Congressional Budget Office is directed to submit and publicly release a report detailing the economic effects of the lapse in appropriations within 30 days of its conclusion.
