The Guarding Ratepayers from Imposed EV Charging Directives Act, or GRID Act , proposes to amend the Public Utility Regulatory Policies Act of 1978 (PURPA) by repealing the federal standard concerning electric vehicle charging programs. This action would remove the requirement for state regulatory authorities and nonregulated electric utilities to consider and make determinations regarding the implementation of such programs. Specifically, the bill repeals paragraph (21) of section 111(d) of PURPA, which established the electric vehicle charging program standard. It also includes several conforming amendments to eliminate related time limitations, compliance provisions, and references to this standard found in other sections of PURPA, thereby fully removing the federal directive on EV charging programs.
