NOAA is authorized to use available data and collaborate with federal and non-federal partners for this initiative, and the Administrator may also include disasters not reaching the billion-dollar threshold if deemed appropriate. Furthermore, the bill mandates the continued maintenance and archiving of the existing historical disaster database from NCEI for research purposes.
