Pre-Apprenticeship Wrap-around Support Services Fund Act of 2025

This bill, titled the "Pre-Apprenticeship Wrap-around Support Services Fund Act of 2025," authorizes the Secretary of Labor to provide grants to eligible applicants. These grants are specifically for offering stipends to individuals participating in pre-apprenticeship programs. A pre-apprenticeship program is defined as one designed to prepare individuals for enrollment in a registered apprenticeship program, involving a formal agreement with registered apprenticeship sponsors, and including both theoretical education and hands-on training aligned with industry standards. Grantees must ensure that stipends are used to reimburse participants for necessary transportation costs, lost hourly wages if program participation reduces work hours, and financial costs associated with obtaining industry-based certifications. The bill mandates that grantees prioritize providing these stipends to individuals who face barriers to employment. Additionally, grantees are required to establish and report on primary performance indicators, such as the percentage of individuals who enroll in a registered apprenticeship program or gain employment within 12 months of completing the pre-apprenticeship program, as well as their median earnings and credential attainment. The Secretary of Labor is also required to submit annual reports to Congress on the progress and outcomes of these grants.
