This bill, known as the "Make America Govern Again Act," aims to modify compensation practices during federal government shutdowns. Its primary purpose is to ensure that the majority of federal employees, specifically those in the civil service and uniformed services , continue to receive their salaries and expenses during any lapse in discretionary appropriations, with the exception of department heads and their deputies. Similarly, the salaries of the President and Vice President would also be withheld in an escrow account during a shutdown, with release contingent upon the shutdown's end or the conclusion of their term of office. Furthermore, the bill prohibits the payment of salaries and expenses for certain high-level executive branch employees within the Executive Office of the President during a shutdown, including those in Executive Schedule positions, noncareer Senior Executive Service, and Schedule C confidential or policy-determining roles. The legislation defines a government shutdown as a lapse in appropriations for any federal agency or department resulting from the failure to enact a regular appropriations bill or continuing resolution.
