This legislation requires the Secretary of Defense to establish and implement a comprehensive biotechnology workforce training program within one year of enactment. This program is designed for members of the covered Armed Forces , Department of Defense civilian employees, and contractors whose duties involve creating or deploying novel biotechnologies, analyzing or responding to biological threats, or engaging in planning, research, and development related to biotechnology. The Secretary must consult with DoD leadership to develop and customize training materials based on departmental needs and mission requirements, defining essential skills for biotechnology personnel. The curriculum will encompass fundamental science, technological features, applications in various sectors, the leveraging of artificial intelligence and quantum computing, government support mechanisms, and the ethical, social, and legal aspects of biotechnology. Training must be updated annually to reflect advances, include interactive learning with experts, and provide continuing education, with a sunset clause terminating the program five years after its establishment.
