This bill mandates the Secretary of Housing and Urban Development to establish a demonstration program within 180 days of enactment. This program will award up to 10 grants to eligible entities, which are Continuum of Care organizations located in one of the five states with the highest per capita homeless population and within 50 miles of a Certified Community Behavioral Health Clinic. The purpose is to refer qualified participants to these clinics for comprehensive behavioral health, mental health, and substance use disorder treatment . A qualified participant is defined as an individual receiving supportive housing through the Continuum of Care Program, or who qualifies for supportive housing via disability insurance or supplemental security income benefits, or is a homeless individual with a disability. The bill authorizes $50,000,000 for fiscal years 2025 through 2029 to fund this program, with a portion set aside for technical assistance and a required report to Congress. This report, due 180 days after the program's termination, must detail performance measures and the number of participants receiving disability or supplemental security income benefits.
