This legislation, titled the Government Accountability Office District of Columbia Home Rule Act, seeks to significantly reduce federal oversight of the District of Columbia government by repealing various authorities of the Government Accountability Office (GAO). It specifically amends title 31 of the U.S. Code to remove the DC government from the definition of a federal agency for GAO purposes, thereby ending mandatory annual audits and the GAO's authority to evaluate DC programs and activities. The bill eliminates requirements for the DC government to respond to GAO reports and for the GAO to report to Congress on DC matters. Furthermore, it makes several conforming amendments to the District of Columbia Home Rule Act, removing the Comptroller General's involvement in reviewing the Mayor's annual budget, performance accountability plans and reports, and financial accountability plans and reports. This includes repealing the requirement for annual audits of DC's debt service payments by the Comptroller General, effectively granting the District greater autonomy over its financial and programmatic oversight.
