This legislation grants the National Park Service emergency acquisition flexibilities to expedite recovery and restoration efforts at the Grand Canyon National Park following the Dragon Bravo Fire. This authority allows for streamlined contracting processes for essential services within the fire-impacted areas, including forest management, rebuilding and designing affected structures, and general improvements to the grounds. The emergency contracting authority specifically covers activities such as forest management, restoration, rebuilding, planning, development, and design of structures, along with general improvements and recovery efforts. It mandates regular reporting to Congress every 180 days on all expenditures, including expected costs, cost overruns, contractor identification, and any detected waste, fraud, or abuse, along with estimated project completion times. The authority is set to expire five years after the bill's enactment or once recovery efforts are complete, whichever occurs first. A 12-month extension may be requested, subject to congressional approval, if a new wildfire impacts ongoing recovery efforts.
