This bill, titled the "Marine Energy Technologies Acceleration Act," aims to significantly enhance the United States' competitiveness in marine energy. It establishes a Marine Energy Acceleration Fund with an authorized appropriation of $1,000,000,000 to remain available until expended. A substantial portion of this fund, $600,000,000, is allocated for conducting competitive solicitations for at least twenty marine energy demonstration projects designed to export power to various grids, prioritizing projects that integrate with existing infrastructure, support energy resilience in underserved communities, or power ocean-based research. The Act also directs the Secretary of Energy to conduct competitive solicitations for research and development projects and facility upgrades to advance marine energy technologies, allocating $230,000,000 for these activities and an additional $20,000,000 for education through National Marine Energy Centers. Furthermore, it mandates an assessment of the economic potential of marine energy at no fewer than 50 sites, with $50,000,000 from the fund, requiring coordination with other federal agencies and data sharing. To address regulatory hurdles, the bill requires the Secretary to convene a task force with relevant federal agencies to identify and recommend ways to improve the permitting process for marine energy projects, allocating $15,000,000 across the Department of Energy, FERC, and BOEM for this effort. Finally, it mandates a national assessment of the marine energy workforce and the launch of development programs, prioritizing communities near demonstration projects, with $85,000,000 dedicated to these initiatives.
