PNA Modernization Act

This legislation proposes to significantly increase the minimum monthly personal needs allowance for individuals and couples who are institutionalized and receiving benefits under the Medicaid program. Effective January 1, 2026, the allowance for single individuals would rise from $30 to $60 per month , and for couples, it would increase from $60 to $120 per month . Beyond these initial increases, the bill establishes a mechanism for ongoing adjustments. It mandates that these personal needs allowance amounts will be automatically increased by the same percentage as Social Security benefit cost-of-living adjustments (COLAs) whenever they occur after November 2025, helping to maintain their purchasing power over time.
