TRUMP Act

This legislative proposal aims to restrict executive power during periods of government funding gaps. Its primary objective is to prevent the executive branch from issuing new directives when Congress has failed to pass appropriations bills. Specifically, the bill mandates that no Federal funds may be obligated or expended to promulgate or issue any Executive order or presidential memorandum during any period of a lapse in discretionary appropriations. This prohibition would take effect for any such lapse occurring on or after the date of the Act's enactment, thereby limiting the President's ability to enact new policies during a shutdown.
