Updated: Sep 30, 2025

Summary

This bill proposes to establish a mechanism for interim appropriations for the District of Columbia courts and several related agencies. Beginning with fiscal year 2025, if a federal payment was made in the preceding fiscal year but no appropriation is subsequently made for the next fiscal year, then necessary funds will be automatically appropriated from the Treasury. These interim funds would be provided at the rate for operations and under the terms and conditions of the previous fiscal year. The bill specifically covers federal payments for the District of Columbia Courts, defender services, the Court Services and Offender Supervision Agency, the Public Defender Service, the Criminal Justice Coordinating Council, and judicial commissions. Once a subsequent appropriation bill is enacted, the interim funding ceases, and expenditures are charged to the new appropriation.
