The "Pray Safe Act of 2025" mandates the establishment of a Federal Clearinghouse on Safety and Security Best Practices within the Department of Homeland Security (DHS) within 270 days of enactment. This Clearinghouse will serve as the primary federal resource for educating and publishing online best practices and recommendations for the safety and security of nonprofit organizations, including faith-based organizations and houses of worship. It will also provide crucial information regarding available federal grant programs. The Clearinghouse is tasked with developing evidence-based tiers for best practices, prioritizing strong and moderate evidence from experimental and quasi-experimental studies, respectively. These recommendations will cover comprehensive safety and security measures, including threat prevention, preparedness, protection, mitigation, incident response, and recovery from various threats like natural disasters, manmade disasters, and terrorist attacks. A dedicated point of contact will offer assistance, and the platform will maintain a comprehensive index of eligible federal grant programs. To ensure continuous improvement, the Secretary of Homeland Security will collect data analytics and user feedback, and coordinate with relevant advisory councils to assess and update the Clearinghouse annually. The bill also requires the Secretary to notify various state and federal entities about the Clearinghouse and its grant updates. A Government Accountability Office (GAO) report on federal grants for these organizations is also mandated. The Clearinghouse website will feature a detailed grants program overview , linking directly to applications and providing guidance on eligibility and frequently asked questions. Federal agencies are required to provide relevant grant information, and states may also contribute details on their programs. The Act includes a sunset provision, ceasing to be effective four years after its enactment.
