Physical Therapist Workforce and Patient Access Act of 2025

This legislation seeks to improve patient access to physical therapy services, particularly in underserved areas, and address workforce shortages. It amends the Public Health Service Act to include physical therapists in the National Health Service Corps Loan Repayment Program, allowing them to receive loan repayment in exchange for serving in designated Physical Therapy Health Professional Target Areas. To support this expansion, the bill allocates an additional $15 million specifically for physical therapists participating in the National Health Service Corps Loan Repayment Program. Furthermore, it amends the Social Security Act to expand Medicare coverage, ensuring that physical therapy services are included in the services provided by Rural Health Clinics and Federally Qualified Health Centers, effective January 1, 2027. These provisions aim to integrate physical therapy more broadly into primary care settings and improve healthcare access.
