This legislation mandates the Department of the Interior to establish and disseminate comprehensive guidelines for geothermal energy development on Federal lands. Within one year, the Department, in collaboration with other Federal agencies, must identify standard procedures and guidelines for efficient and environmentally responsible geothermal leasing and permitting. Following this identification, the Department is required to publish these procedures as a "Gold Book" within 180 days, intended for use by Bureau of Land Management field offices and geothermal operators. The Gold Book will encompass various stages of development, including land use planning , lease sales, and the efficient review and approval of operations such as exploration, permitting, construction, drilling, and compliance with environmental regulations. Before publication, the Department must engage in consultation with relevant Federal agencies and external stakeholders, including developers and experts. Furthermore, the Department is tasked with reviewing and revising the Gold Book at least every five years to ensure its continued relevance and effectiveness in promoting sustainable geothermal operations.
