Summary

This legislation mandates the National Institutes of Health (NIH) to reinstate funding for specific grants and awards. It requires the reinstatement of any covered grants or awards that were terminated or suspended during the period beginning January 20, 2025, and ending on the date of the bill's enactment, unless the NIH Director identifies financial mismanagement, research fraud, or malfeasance. Upon reinstatement, these grants are to be considered obligated, and any associated payment requests must be disbursed within 30 calendar days. Furthermore, all reinstated grants or awards will automatically receive a one-year extension to their budget period, starting from the date the Act is enacted.
