The Flood Insurance Transparency Act of 2025 aims to enhance public access to information regarding the National Flood Insurance Program (NFIP) by amending the National Flood Insurance Act of 1968. Its primary goal is to facilitate research and development in understanding flood risks and predictability by making extensive program data publicly available. The bill mandates the Administrator to establish an open source data system for immediate electronic access to flood risk information. This includes data on individual property risk, loss ratios, policy and claims history (limited to amount and term/date), and identification of properties built before or after flood insurance rate maps, as well as those that have undergone mitigation or are unmitigated multiple-loss properties . Furthermore, the legislation requires the creation of a publicly searchable database for each community participating in the NFIP. This database must detail community compliance status, the number of pre- and post-FIRM properties in special flood hazard areas, and the total number of multiple-loss properties, along with the portion of the community located within these hazard areas. All information made public under this Act must be identifiable at the ZIP Code or census block level, including the community and state. Crucially, the bill emphasizes the protection of personally identifiable information , ensuring that data disclosure does not reveal individual property owner details in accordance with federal privacy laws while still providing valuable insights.
