This bill establishes the Bioenergy with Carbon Capture and Storage Advancement Commission (BECCS Advancement Commission) within the Department of Agriculture. Its primary purpose is to make policy recommendations and develop metrics for improving federal policy related to the development and implementation of bioenergy with carbon capture and storage (BECCS) systems across the United States. The Commission will also assess the benefits of a growing BECCS industry on local communities, forest health , and wildfire management . Membership includes representatives from various federal agencies, such as the Under Secretary of Agriculture for Rural Development, who will chair the Commission, along with representatives from the commercial timber industry, BECCS industry, and affected counties. Within one year of its first meeting, the Commission must submit a comprehensive report to Congress. This report will include policy recommendations for the modernization and expansion of BECCS, considering factors such as job growth, energy costs, reliability, and meeting energy demands for artificial intelligence infrastructure. The Commission is also tasked with identifying metrics to quantitatively assess BECCS benefits for domestic forest health, wildfire mitigation, clean energy production, and economic development in the forestry sector. Furthermore, it will recommend legislative and regulatory changes to facilitate the use of biomass from federally managed lands for BECCS, consistent with wildfire and wildlife management objectives. The Commission will terminate 180 days after submitting its final report to Congress.
