This legislation, known as the "Freeze AEWR and Restore Monetary Sense Act" or "FARMS Act" , authorizes the Secretary of Labor to temporarily pause the calculation of the Adverse Effect Wage Rate (AEWR). For a period of two years following the bill's enactment, the Secretary may retain the AEWR that was in effect on the date of enactment. This temporary measure is permitted only if the Secretary determines that there is currently no valid method to calculate the Adverse Effect Wage Rate for nonimmigrants admitted under the H-2A visa program, thereby freezing the rate under specific circumstances.
