This bill, titled the "Childhood Genital Mutilation Prevention Act," seeks to prohibit the performance of gender-related medical treatment on individuals under 18 years of age. It establishes a new federal crime, punishable by fines or up to 10 years imprisonment, for knowingly performing or attempting to perform such treatments, especially when interstate commerce is involved. The legislation broadly defines "gender-related medical treatment" to encompass various surgical procedures, hormone therapies, and puberty blockers for both male and female individuals. The bill includes specific exceptions for treatments addressing diagnosed disorders of sex development , irresolvably ambiguous biological sex characteristics, or complications arising from prior gender-related medical treatments. Additionally, it amends the Social Security Act to exclude these treatments from Medicare coverage and prohibits the obligation or expenditure of any federal funds for gender-related medical treatment furnished to a minor, or for health benefits coverage that includes such treatments.
