This legislation seeks to strengthen consumer protections and transparency in air travel by explicitly codifying two final rules previously issued by the Secretary of Transportation. These rules, now having the full force of law, concern refunds and other consumer protections (published April 26, 2024) and enhancing transparency of airline ancillary service fees (published April 30, 2024). Additionally, the bill directs the Secretary of Transportation to establish new regulations mandating direct financial compensation for passengers experiencing significant flight delays. Under these regulations, air carriers would be required to provide compensation ranging from $200 to $500 to passengers whose domestic flights arrive three or more hours late, or whose international flights are delayed by six or more hours, with the amount varying based on the delay's duration.
