Stop Censoring Military Families Act

The "Stop Censoring Military Families Act" mandates the restoration of all curricula, books, and other learning materials that were available in Department of Defense Education Activity (DoDEA) schools before January 20, 2025. This restoration must occur within 30 days of the bill's enactment, and the Secretary of Defense is temporarily prohibited from further limiting these materials until the 2026-2027 academic year. The bill also requires a report within 180 days detailing any materials identified for removal after January 20, 2025, the processes used, and compliance with existing regulations. Furthermore, the legislation establishes new, permanent limitations on the Secretary of Defense's authority to issue directives affecting DoDEA school curricula, programs of instruction, administration, personnel, or the selection/removal of library resources. These limitations require specific advance notice to School Advisory Committees and congressional committees, along with opportunities for review and consideration, including the use of the CMRC process for certain directives. The bill also explicitly prohibits the Secretary from limiting commemorative or cultural events approved by school staff or withholding funding based on such events. Significantly, the Act nullifies several specified Executive Orders, declaring them to have no force or effect within the Department of Defense and prohibiting the use of federal funds for their implementation. Finally, it directs the Comptroller General to conduct a study on the feasibility and advisability of establishing an independent body to design and implement educational curricula for DoDEA schools, focusing on its structure, appointments, and insulation from political influence, with a report due within 270 days.
