This bill aims to significantly reduce greenhouse gas emissions and transition away from fossil fuels, citing the climate crisis and the need for a just transition to renewable energy. It amends the Clean Air Act to establish a new section that **prohibits** the emission of any greenhouse gas, in any quantity, from **new electric utility steam generating units** that commence operations on or after the bill's enactment date. This prohibition treats such emissions as a violation of existing Clean Air Act standards. Beyond electricity generation, the bill enacts a nationwide **prohibition on hydraulic fracturing** on all onshore and offshore land within U.S. jurisdiction, effective January 1, 2029. It also imposes a broad **ban on the export of domestically produced crude oil and natural gas**, including liquefied natural gas, with only narrow exceptions for transportation efficiency or historical trade with Canada and Mexico. Additionally, the Federal Energy Regulatory Commission is **prohibited from approving new liquefied natural gas terminals** or issuing related certificates, unless such actions demonstrably lead to a reduction in greenhouse gas emissions at the terminal.
