This bill, titled the "Farm Rescue Act of 2025," amends the Agricultural Act of 2014 to mandate the availability of advance partial price loss coverage payments for the 2025 crop year. Within 90 days of enactment, if the Secretary of Agriculture projects that price loss coverage payments will be necessary for a covered commodity, producers must be given the option to receive an early payment. Producers who opt in will receive a one-time partial payment ranging from 40 percent to 50 percent of their projected price loss coverage payment for the 2025 crop year. A subsequent payment will then be issued as soon as practicable after the marketing year ends, covering the difference between the total payment due and the advance amount received. The Secretary is also granted authority to recover any partial payments determined not to have been required.
