This bill amends the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to establish competitive capacity building grants for junior or community colleges . These grants aim to help eligible institutions maintain and expand their capacity for workforce training, education, research, and outreach activities in agriculture and related disciplines. Priority for these grants will be given to entities that coordinate with local agriculture industry operators to provide students with experiential training. Funds can be used for various purposes, including offering educational programming on agricultural industry jobs, purchasing equipment, supporting faculty development, and creating apprenticeships. Eligible entities may also apply for designation as Centers of Agriculture Advancement to demonstrate best practices and provide leadership in capacity building. The bill authorizes an appropriation of $20,000,000 for each fiscal year from 2026 through 2031 to fund these initiatives, with a required program evaluation and report to Congress within three years.
