This bill mandates the Attorney General to establish a grant program designed to fund civilian traffic violation enforcement for local, State, and Tribal government entities. The primary objective of this program is to transition the enforcement of traffic violations away from law enforcement officers , instead utilizing civilians or traffic monitoring technology . Eligible activities for grant funds include the procurement of traffic monitoring technology and the hiring of dedicated civilian personnel for traffic law enforcement. A "civilian" is explicitly defined as an individual employed by a government entity for traffic law enforcement who is not a law enforcement officer. The bill authorizes an appropriation of $100,000,000 for each fiscal year from 2026 through 2031 to support this program.
