This legislation, titled the "Chiropractic Medicare Coverage Modernization Act of 2025," seeks to significantly expand the scope of services covered by Medicare when provided by doctors of chiropractic. Currently, Medicare coverage for chiropractic care is limited to only manual manipulation of the spine to correct a subluxation , a restriction the bill identifies as antiquated and out of step with modern practice and other health plans. The bill's purpose is to bring Medicare chiropractic coverage more in line with that provided by the Department of Veterans Affairs, Department of Defense, the Federal Employee Health Benefits Program, and private health insurance. The bill proposes to amend the Social Security Act to recognize doctors of chiropractic as "physicians" for all services they are legally authorized to perform under their state license. This change would allow Medicare beneficiaries to access a broader range of chiropractic services beyond spinal manipulation. To ensure appropriate implementation, the bill also introduces a new requirement: for services beyond manual manipulation of the spine, doctors of chiropractic must complete an educational documentation webinar designed by the Secretary.
