This legislation aims to strengthen health profession opportunity grants by introducing new criteria for applicant selection. It amends Section 2008 of the Social Security Act, mandating that the Secretary give preference to applicants who demonstrate comprehensive business and community partnerships. To qualify for this preference, applicants must have partners from three distinct categories. These include State and local government agencies and social service providers, institutions of higher education , apprenticeship programs, and local workforce development boards, and health care employers , industry partnerships, labor unions, and labor-management partnerships.
