The "Learn and Serve America Reinvestment Act" aims to significantly bolster the Learn and Serve America program by providing a direct and sustained appropriation of funds. Beginning in fiscal year 2026, the bill appropriates $40,000,000 annually to the Corporation for National and Community Service for this program, with specific allocations for its different parts. Additionally, it provides funding to hire at least 10 new full-time staff members to enhance program planning, design, and technology advancements. A key aspect of the bill is the expansion of eligibility for the Learn and Serve America program. It amends existing law to include local educational agencies , or consortia thereof, as eligible entities to receive program support. State educational agencies also gain the flexibility to designate experienced statewide entities, such as community-based organizations or non-profits, to carry out program functions. For fiscal year 2026 and subsequent years, the bill introduces a new competitive grant award structure. Under this system, the Corporation for National and Community Service will reserve 2 to 3 percent of appropriated funds for payments to the Bureau of Indian Affairs. The remaining funds will be awarded as competitive grants to State educational agencies, territories, and Indian tribes, with an annual report to Congress detailing fund allocation and grantee usage.
