The Promoting Apprenticeships through Regional Training Networks for Employers Required Skills Act of 2025, or PARTNERS Act, seeks to bolster registered apprenticeships and other work-based learning programs. Its primary goal is to support small and medium-sized businesses within in-demand industry sectors by fostering the creation and growth of industry or sector partnerships. The Act allocates funds from the H-1B Nonimmigrant Petitioner Account to the Secretary of Labor, who then allots these funds to eligible states. States must apply, outlining how they will support local or regional partnerships, identify in-demand sectors, and serve diverse populations, including individuals with barriers to employment . States will award grants, up to $500,000 for three years , to these eligible partnerships, ensuring geographic diversity in their distribution. These partnerships will use the grant funds to engage businesses, assisting them with program development, registration, and connecting with educational providers. Furthermore, the funds will support workers by providing essential services such as adult basic education, pre-apprenticeship training, mentorship, and necessary tools. Crucially, up to 5% of grant funds can be used for transportation and childcare, with support services extending for at least 12 months to ensure participant success and retention. The bill also mandates performance reporting from partnerships to states, and from states to the Secretary, to ensure accountability and measure program effectiveness.
