This legislation establishes the Post-Disaster Reforestation and Restoration Program, directing the Secretary of the Interior to identify and restore lands affected by unplanned disturbances such as wildfires, insect infestations, or severe weather events. The program focuses on areas where natural regeneration is unlikely without intervention, encompassing both federal lands and Indian Forest Land or Rangeland. The Secretary, in coordination with various federal land management agencies and the Bureau of Indian Affairs, will annually identify these critical areas. For each fiscal year, the Secretary will propose a list of priority projects for reforestation and restoration. These projects can be implemented through various mechanisms, including competitively awarded grants, contracts, and cooperative agreements, with specific provisions for contracts under the Indian Self-Determination and Education Assistance Act. The program also allows for support to ensure sufficient seed and seedling availability to meet project objectives. To facilitate the program, covered agencies are required to conduct extensive outreach to a wide range of stakeholders, including Indian Tribes, States, local governments, institutions of higher education, and other relevant Federal agencies. Furthermore, the Secretary must submit annual reports to Congress detailing the identified lands, progress on priority projects, funding mechanisms utilized, and assessments of any gaps in seed, seedling, or implementation resources. These reports will also include recommendations for establishing dedicated funding to address the backlog of reforestation and restoration needs.
