However, governments are prohibited from requiring information not reasonably related to determining eligibility or not specified in public rules, and cannot impose pre-application steps. The timeframe can also be tolled by mutual agreement. The bill clarifies that a request is considered submitted when the requesting party takes the first procedural step, preventing governments from delaying the start of the review period. To ensure compliance, requesting parties can bring an action in U.S. district courts for enforcement, with such actions to be considered on an expedited basis. The Federal Communications Commission is mandated to issue final rules to implement these amendments within 180 days of the bill's enactment.
