The "Streamlining Permitting to Enable Efficient Deployment for Broadband Infrastructure Act of 2025," also known as the "SPEED for Broadband Infrastructure Act of 2025," aims to accelerate the deployment of broadband infrastructure. It achieves this by amending the Communications Act of 1934 to provide specific exemptions from certain federal environmental and historical preservation review processes for communications facilities. The bill exempts defined " covered projects " from being considered a "major Federal action" under the National Environmental Policy Act (NEPA) and an "undertaking" under the National Historic Preservation Act (NHPA). These projects, therefore, would not require extensive environmental impact statements or historical preservation reviews. "Covered projects" include new communications facilities in public rights-of-way that meet specific height limits, replacements of existing facilities, small antenna installations, and minor expansions of existing sites. Additionally, the bill provides similar NEPA and NHPA exemptions for " covered easements " on federal property, specifically when an easement for another communications or utility facility already exists on the same property. A crucial savings clause ensures these exemptions do not affect the Federal Communications Commission's obligation to evaluate radiofrequency exposure, nor do they override state or local zoning and land use regulations, or general NEPA/NHPA compliance for non-exempt projects.
