This bill amends the Housing and Community Development Act of 1974, designating the Secretary of Housing and Urban Development as the primary authority for establishing federal manufactured home construction and safety standards. It also expands the definition of these standards to explicitly include energy efficiency , broadening the Secretary's purview.
