This legislation, known as the Gateway Partnership Act of 2025 , authorizes the Secretary of the Interior to establish an agreement with the Gateway Arch Park Foundation. This agreement would permit the Foundation, which serves as the official philanthropic partner of Gateway Arch National Park, to host private events within the park, including designated park buildings such as the Arch Visitor Center and the Old Courthouse. The agreement must include specific terms and conditions designed to protect the park's resources and values. These provisions cover aspects like the maximum number of events per week, appropriate National Park Service staffing, and requirements for liability insurance naming the United States as additionally insured. Furthermore, any private events hosted must align with the park's purposes, be compatible with National Park Service programs, and must not degrade the park's integrity or impede public access. The Secretary is mandated to charge fees to cover wear and tear from these events and may recover all associated costs, including administrative and personnel expenses.
