To provide for the public diplomacy authorities of the Department of State, and for other purposes.

This bill aims to significantly restructure and bolster the Department of State's public diplomacy capabilities by establishing an Under Secretary for Public Diplomacy . This new Under Secretary will be responsible for overseeing global public diplomacy, information operations targeting foreign audiences, strategic communications, and international educational and cultural exchange programs. Their duties include leading all public diplomacy activities, communicating U.S. policy, exposing malign actions of adversaries, ensuring global access to free information, and chairing interagency meetings to align messaging across various government departments. The legislation further creates two new Assistant Secretary positions under the Under Secretary for Public Diplomacy. An Assistant Secretary for Educational and Cultural Affairs will manage and integrate all educational, cultural, and professional exchange programs into global public diplomacy planning, focusing on cost reduction and expanding partnerships. Concurrently, an Assistant Secretary for Strategic Communications will oversee foreign policy messaging, information operations, and efforts to counter foreign censorship, including establishing an Office of Global Distribution and News Services and advocating for internet freedom. The bill authorizes appropriations for these public diplomacy functions for fiscal years 2026 and 2027. It also repeals a prior limitation on the use of funds for international expositions and directs the Office of Law Revision Counsel to reclassify relevant sections of the United States Code.
