This bill seeks to significantly restructure and strengthen the Department of State's capacity for managing foreign aid. It establishes a new position, an Under Secretary for Foreign Assistance , who will be responsible for matters pertaining to the creation and maintenance of allies and partners, as well as continuous observation and coordination of all foreign assistance. This Under Secretary will provide strategic policy direction and programmatic oversight for funds and bureaus within their jurisdiction, including human rights and humanitarian affairs. Furthermore, the bill authorizes the establishment of a Director of Foreign Assistance Oversight and an accompanying Office of Foreign Assistance Oversight within the Department. The Director, reporting to the Under Secretary, will coordinate and oversee the strategic direction, planning, and budgeting of foreign assistance programs. This includes developing comprehensive strategies, improving oversight of funding efficacy, integrating foreign assistance with broader U.S. foreign policy goals, and ensuring data-driven performance assessments for Congress. The Office will support these functions, ensuring monitoring, evaluation, and transparency of foreign assistance programs.
