RTCP Revitalization Act

The "RTCP Revitalization Act" aims to provide stable and mandatory financial support for geographically disadvantaged farmers and ranchers by amending the Food, Conservation, and Energy Act of 2008. It shifts the funding mechanism for reimbursement payments to a mandatory allocation from the Commodity Credit Corporation , removing prior conditions that made payments subject to fund availability. The bill specifies a clear funding schedule, starting with $10 million in fiscal year 2026 and increasing annually to $15 million by fiscal year 2031 and each subsequent year. Furthermore, it prohibits the Secretary from imposing payment limitations on eligible farmers and ranchers in any fiscal year where the allocated funds are sufficient to cover all received applications, ensuring broader access to support.
