This Act increases mandatory minimum sentences for a range of violent offenses in the District of Columbia . It establishes life imprisonment for first‑degree murder , sets a 10‑year to life range for second‑degree murder , and raises the minimum for rape to 25 years (30 years if the offender has a prior violent conviction). The bill also expands minimums for first‑degree sexual abuse to 25 years, kidnapping to 10‑30 years, and carjacking to 10 years unarmed and 20 years armed. Burglary minimums are raised from 5 to 10 years, and the Act removes certain aggravating‑circumstance requirements for sentences over 30 years in sexual‑abuse cases. All amendments apply only to conduct occurring after the Act’s enactment, ensuring that current and future offenders face the new, stricter penalties. The legislation aims to enhance public safety by imposing harsher sentences on the most serious crimes in the District.
