Protecting Agricultural Borrower Information Act

This bill aims to significantly enhance privacy safeguards for individuals who receive loans and payments through the Farm Service Agency. It achieves this by amending the Consolidated Farm and Rural Development Act to explicitly prohibit the Secretary or any employee of the Farm Service Agency from disclosing sensitive information provided by applicants or recipients to special government employees or government employees detailed to the FSA. The legislation includes specific exceptions, permitting disclosure of information transformed into statistical or aggregate form that prevents individual identification. Disclosure is also allowed with the voluntary consent of the provider, provided such consent is not a condition for participating in or receiving program benefits. Knowing violations of these privacy protections are subject to penalties, including fines of up to $10,000, imprisonment for up to one year, or both.
