The "Bring American Companies Home Act" proposes a new program to incentivize United States persons to relocate their business operations from China. Under this program, the Secretary of the Treasury would allow taxpayers to expense , or immediately deduct, amounts paid to move inventory, equipment, and supplies used in a trade or business from China to the United States in the taxable year they are paid. This expensing would be limited to standard business moving expenses as defined by existing tax law. To offset the revenue loss from these deductions, a dedicated trust fund would be established in the Treasury. This trust fund would be financed by amounts equivalent to the tariffs collected on goods manufactured in China , with appropriations from the fund then directed to the General Fund of the Treasury to cover the revenue reduction.
