Protecting Public Naval Shipyards Act of 2025

This bill seeks to prevent workforce reductions at public shipyards by exempting their personnel from any hiring freezes or workforce reductions . These protections apply even if the reductions are related to spending cuts, reprogramming of funds, or the probationary status of employees. The legislation is formally titled the "Protecting Public Naval Shipyards Act of 2025." The term "workforce at public shipyards" is broadly defined to include essential roles such as welders, pipefitters, engineers, apprentices , and positions supporting nuclear maintenance and refueling , as well as the Shipyard Infrastructure Optimization Program . However, the bill clarifies that it does not restrict the Secretary of Defense's authority to manage the workforce in cases of misconduct or poor performance.
