Naomi Schwartz and Susan Rose Safe Parking Act of 2025

This bill amends the McKinney-Vento Homeless Assistance Act to authorize the use of Emergency Solutions Grants (ESG) for safe parking facilities for homeless persons. It specifically allows ESG funds to cover the maintenance, operation, insurance, and utilities of these facilities. The legislation defines "safe parking" as providing a secure overnight location for homeless individuals living in vehicles, including motor homes, to facilitate their transition to stable housing. Crucially, these programs must also offer re-housing and supportive services to participants. This expansion aims to provide a structured approach to addressing vehicle homelessness by leveraging existing federal grant programs.
