This legislation aims to facilitate public contributions to Lyme disease research by directing the U.S. Postal Service to issue a Lyme Disease Research Semipostal Stamp . The bill underscores the significant impact of Lyme disease, noting that hundreds of thousands of cases are diagnosed annually, often presenting diagnostic difficulties and leading to persistent, disabling symptoms for many patients. It also highlights the substantial healthcare costs associated with the disease. All funds generated from the sale of these semipostal stamps will be transferred to the National Institute of Allergy and Infectious Diseases (NIAID) specifically for research into Lyme disease and other related tick-borne illnesses. These proceeds are intended to supplement, not offset, existing federal appropriations for NIAID. The stamp is mandated to be available for public purchase for a minimum of six years, with its issuance beginning no later than 12 months after the bill's enactment.
Referred to the Committee on Oversight and Government Reform, and in addition to the Committee on Energy and Commerce, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
